Adult Protective Services

Adult Protective Services investigates reports of abuse, neglect, and exploitation of adults 60 years of age or older and incapacitated adults age 18 or older. Chesapeake Social Services receives reports and conducts investigations to determine the need for protective services and provides or arranges for services needed.


To report suspected abuse, neglect or exploitation of an adult:

 Call 757-382-2008, Monday through Friday (except holidays) from 8:00 a.m. – 5:00 p.m.

Call 1-800-552-7096 (Evenings/Weekends/Holidays) 


Adult Services

Adult Services are designed to allow an adult to remain in the least restrictive setting and function as independently as possible by providing supportive services. Adult Services are provided to adults age 18 and older who have a disability and to their families when appropriate.

Adult Services provided in Chesapeake are:

Companion Services Companion Services are available to income eligible and disabled adults who need help with basic daily living activities such as light housekeeping, meal preparation, laundry, bathing and dressing. 
Nursing Home Pre-Screenings Individuals who are Medicaid eligible or will be Medicaid eligible within 180 days of placement and who are seeking Medicaid long-term care services. 
Assisted Living Facility Assessments Assessments are completed for persons needing to move into an assisted living facility and will be eligible for Auxiliary Grant payment to help with the cost of care in the facility. 
Adult Foster Care Adult foster care is an optional program that provides room, board and supervision and special services to an adult who has a physical or mental health need. 
Adult Day Care The purchase of services from approved providers for a portion of a 24-hour day. Adult Day Care services include personal supervision of the adult and promote social, physical and emotional well-being through companionship, self-education and leisure activities. 

Chesapeake Adult Foster Care ProgramOne of the greatest gifts you can give to that special adult is a place to call home.

Adult Foster Care is one way to make a difference in the lives of those adults who may be elderly, and physically or mentally disabled. It can provide a secure and loving environment that will aid in their independence and help them to remain in their own community.

What is Adult Foster Care?

Adult Foster Care offers a supervised, 24-hour living arrangement in an adult foster home for up to three people who are unable to continue living inde­pendently in their own homes.

The reasons for needing adult foster care may vary. Persons in need of adult foster care may have a developmental, physical, or emotional disability.

Care may include assistance with personal care hygiene, medication management, transportation, recreational activities and nutritional meals.

What are the requirements for becoming a certified Adult Foster Care provider?

  • Must be a City of Chesapeake resident.

  • Submit an application, including (3) references (employer and personal).

  • Central Registry check (CPS).

  • Criminal background check.

  • Take a Tuberculosis (TB) test.

  • Have a fire safety inspection and home inspection. Home must meet City Codes.

  • Provide a financial statement.

  • Provide mortgage statement or landlord/leasing approval letter.

  • Attend an orientation training.

  • Maintain a comfortable & safe home.

How do individuals get placed in an Adult Foster Care Home?

Referrals for placement are made by Human Services staff who match the individual with the most appropriate foster home. As a foster care provider, you decide if you would like to consider a particular individual as a resident for your home.

What kind of help is available for the Adult Foster Care provider?

A Family Services worker is available to guide you through the certification process and provide ongoing support.

Project: FIND (Fathers In New Directions) is a fatherhood program designed to lead fathers to self-sufficiency, active involvement in the lives of their children, to secure gainful employment and to meet their financial obligations to their children, contributing to their physical, emotional, and social development. Fathers may access the program by contacting the Project: FIND Coordinator at 757-382-2092.
